This is a beautiful vintage 90s Mulberry navy chiffon polka dot print midi dress.
It is an oversize style whose silhouette can be altered by tying that waistband straps across the waistline.
There is no fabrication label but I estimate that the material is chiffon. One of the buttons on the sleeve was missing and I had a vintage button sewn on to the sleeve so that both sleeve cuffs can be fastened.

The dress fastens at the back and is totally sheer.
